Signs, signs

July's sampling of 1st Amendment misuses:

"Un frente helado se aproxima. Nuevo cafe helado."
"9-11 was an inside job"
"CAUTION RETARD'S IN AREA"

Why, in the 3rd story, is the posting of the "Caution: Retards in Area" sign not a hate crime? People with disabilities are a protected group, right? If someone had put a sign that read, "Caution: (derogatory term for minority/ethnic group) in Area," there would be legal recourse, no?

"Hate crimes" are interesting. They take an already criminal event and increase its penalty if the perpetrator was motivated by malice towards a particular group.

Hate speech, in itself, is not a crime - just disappointing (and protected) behavior.
