Don't really see an issue here, even if you're an immigration opponent. We can spend US dollars all over the world, often at a discount. What's the difference?
In fact, the main complaint about immigrants is that they come in and take our jobs and use our services, getting paid in US dollars. This appears to represent the inflow of Mexican capital (on a small scale, of course) to the US and purchases by Mexicans with spending power. If it was illegals spending their ill-gotten gains, it would be in dollars, right?
If that's the case, isn't opposition to this program more about not wanting to entice brown people to come to the US than any economic issues anti-immigration activists usually provide as their rationale?
